da proizvede uspesne firme koja e napustiti
program inkubacije finansijski odrzive i sa-
mostalne. Ovi inkubator diplomci imaju po-
tencijal da stvore radna mesta, revitalizaciju
naselja, komercijalizuju nove tehnologije i
jacaju lokalne i nacionalne ekonomije .
Problem funkcionisanja inkubatora
u zemljama u razvoju
Srbija kao i ostale zemlje u razvoju ima
niz problema u vezi inovacija, novih Start-up
preduzea i biznis inkubatora: poveana sto-
pa rasta siromasnosti, zaostajenje u produk-
tivnosti, starenje stanovnistva, uporna
praznina u pristupu inovacijama, neadekvat-
no i nedovoljno fokusirana podrska inter-
akciji biznis - istrazivanje i razvoj R&D,
otezan pristup EU fondovima kroz neposto-
janje kadrovskih potencijala. Region zapad-
nog Balkana zaostaje u pogledu uvoenja,
unapreenja i implementacije savremenih
tehnologija. Ovaj nedostatak i poremaaj je
zabelezen ne samo u komercijalnim struk-
turama u sektoru preduzea, ve i u mrezi
u oblasti istrazivanja, obrazovanja i ino-
vacija. Danas se veza izmeu univerziteta i
istrazivackih institucija koje su nekada pove-
zivale ceo region polako uspostavlja, ali spo-

The issues of incubator functioning in
developing countries
Serbia, as well as other developing
countries, faces many issues related to
innovations, new Start up companies
and business incubators: the increased
rate of poverty, lag in productivity, aging
population, lack of access to information,
inadequate and inefficiently focused support
to the interaction of business - support and
development of R&D, difficult access to EU
funds due to lack of personnel resources. The
Western Balkans region is lagging behind
in terms of introduction, improvement and
implementation of new technologies. The
deficiency and disorder are present not only
in commercial structures in the corporate
sector, but also in the network in the fields of
